Qin Haiyan, secretary-general of the Wind Energy Professional Committee of the China Renewable Energy Society, said that wind power has the ability to compete with traditional energy sources such as thermal power by removing unreasonable non-technical costs.
According to Yao Xingjia, director of the Wind Energy Professional Committee of Renewable Energy Society, the total installed capacity of wind power in China reached 188 million kilowatts in 2017, of which 164 million kilowatts were connected to the grid. In addition, according to the latest data from the State Energy Administration, 7.94 million kilowatts of wind power Grid-connected capacity was added in January-June this year. As of the first half of this year, the cumulative wind power Grid-connected capacity in China has reached 171.6 billion kilowatts. "The above data show that China's wind power still maintains a healthy and rapid development trend."
"The goal of breaking through 200 million kilowatts of wind power installed nationwide this year should be a probability event." Qin Haiyan stressed that under the general trend of falling electricity prices, the wind power grid will be a reality that the whole industry has to face.
Shi Jingli, a researcher at the Renewable Energy Center of the Energy Research Institute of the National Development and Reform Commission, pointed out that the rapid development of China's wind power industry benefited from the strong and effective policy support and guidance of the government. The Renewable Energy Act, which was implemented in 2006, has been followed by a series of policies. The most direct and effective policy is electricity price and cost subsidy.
According to Shi Jingli, China has set benchmark prices for wind power in four types of areas since 2009. In the 13th Five-Year Plan, the policy of reducing wind power prices every two years has been implemented. This year, the price level of onshore wind power is from 0.4 yuan to 0.57 yuan per kilowatt-hour for newly built onshore wind power. The price of offshore wind power is from 0.85 yuan per kilowatt-hour in 2014. In addition to fixed electricity prices, the state also subsidizes the price of renewable energy beyond the coal benchmark price through the Renewable Energy Fund. From 2006 to the present 12 years, the total funds for renewable energy subsidies in China exceeded 320 billion yuan, of which more than half (more than 160 billion) of the subsidies for wind power have been granted.
"From the perspective of subsidy demand, we calculated the total demand for renewable energy price subsidy last year. The tax-free capital demand is about 125 billion yuan, of which wind power accounts for 45 percent." Shi Jingli said.
However, the rapid expansion of the installed scale of new energy has also led to the increasing demand for subsidies for domestic new energy, including photovoltaic and wind power, while the subsidized funds can not make up for the huge gap in this growth. In some local subsidiaries of the five major power generation groups in the country, there are also some cases where subsidies are in arrears. One of the directors of Hebei New Energy Branch disclosed that the branch had to sell part of its equity to local financial institutions to tide over the difficulties.
In their speeches, many people in the industry, including Qinhaiyan and WISCO, admitted that China's wind power industry is facing arduous challenges under the general trend of declining electricity prices and subsidies.
