We must implement a strategy of vigorous "development" and "use" of renewable and clean energy. If the "energy revolution" restores the positioning of the "emerging strategic industry" of photovoltaic industry, fundamentally reverses the misunderstandings in the development of photovoltaic industry, straightens out various relations in the development of photovoltaic industry, it is believed that China's clean energy strategy will take a new step from then on. That will solve the huge bottleneck that restricts the sustainable development of the economy at one stroke and undoubtedly enter the developed countries in the third wave of industrial revolution characterized by the Internet and new energy sources.
When discussing China's energy strategy recently, President Xi Jinping proposed to promote "revolution" in energy consumption, energy supply, energy technology and energy system. This means that China's energy strategy will undergo fundamental and significant changes, and to a large extent, it has the significance of strengthening energy security. The main reasons for the change from "energy innovation" to "energy revolution" are the crisis in Ukraine and the sudden change in the situation in Iraq, as well as the short, medium and long-term profound impact of increasingly unstable Geopolitics on oil supply and prices. China is a big country in oil demand. The proportion of oil imports has reached 56% and will soon exceed 60%. Any possible oil crisis will seriously damage our economy. In China, the use of coal accounts for 70% of energy. The harmful substances released by coal combustion are the main causes of serious air pollution in large areas of Eastern China. Therefore, whether to deal with the continuing turbulence in the international energy market or to resolve the threat and challenge of environmental pollution, we need an "energy revolution".

According to the current international consensus, renewable energy at this stage, in addition to hydropower, mainly refers to nuclear energy, wind energy, solar energy and marine energy. Today, the author is mainly discussing how to make the solar energy or "photovoltaic" energy which has not yet been developed and has already fallen into the predicament of excess onto the road of healthy and stable development. At present, the "overcapacity" of photovoltaic industry seems to be out of step with the main role of "energy revolution". For this reason, the "revolution" of photovoltaic industry should first change the nature of single export processing trade, return to the strategic positioning of the emerging industry of "energy substitution", respect the law of the development of emerging industries, correct the wrong development mode of blindly expanding production capacity, and make painstaking efforts to sustain technological innovation in all aspects of photovoltaic industry equipment production.
The author believes that the clean energy strategy is part of our "energy strategy" and the strategy of reducing emissions and pollution to cope with global warming. As a "strategic" emerging industry, photovoltaic industry should gradually expand the use of clean energy at home, partly replace non-renewable energy and high-pollution energy, alleviate energy and environmental bottlenecks, and create conditions for sustainable economic growth in the future. Therefore, the positioning of photovoltaic industry based on export processing trade fundamentally deviates from the "strategic" goal of its emerging industries, and needs to be re-positioned. If the photovoltaic industry returns to the strategic function of "energy substitution" and makes every effort to expand the domestic photovoltaic application market, China's energy revolution will take a solid step.
Whether traditional industry or emerging industry, its development has its own objective law. R&D - market - scale production is the most basic process of industrial development. The development of any industry should first invest in R&D, break through the corresponding technological bottlenecks, then open the consumer market, and finally expand production capacity. Without breaking through the key technical barriers and opening up the consumer market, blindly expanding production leads to excess capacity before it starts to develop. Solar energy is a typical case that violates the law of industrial development.
